During the last 16 years, Justin played a leading role in the development of and advocacy for national disability, civil rights, and health care policy, particularly the Americans with Disabilities Act.
He had recently resigned as Chairman of the President's Committee on Employment of People with Disabilities in order to advocate full-time for the civil rights and empowerment of people with disabilities in every nation.
